Haven't gone into all of the CRL's but currently the TFU, TKC and Incinerator thigh ammo strip details are all different. As can be seen in the text I posted earlier the TFU and TKC are different at certain levels, so there would be some work and discussion needed as all three should be aligned (dependent on the references available for each costume of course). Incinerator is still asking for rounded corners, use of brads/rivets and doesn't mention it should sit on top of the ridges. OPTIONAL Level three certification (if applicable): The thigh ammo belt shall be connected by brads/split rivets only - standard rivets are not acceptable. The bottom corners of the thigh ammo belt shall be rounded off. -
Personally I would try to find a piece of pipe which fits a little better. You may even be able to find a tube that goes between the two. But if you go with what you have it really depends on how much of a gap there is, I have used strips of plastic sign to take up some slack in pipes before, you could also add some glue, depends if you want to add electronics as it's best not to glue so you can get access if you need to fix anything. Another fix you could wrap duct tape around in some areas until you fill the gap.

Correct the Incinerator CRL is long over due an update, I mentioned this a few months ago after the TFU CRL went live, the game CRL's need to be brought into line with each other as many pieces are the same. Here's the TKC CRL which does have the info on the thigh. Thigh Armor Thigh armor shall be closed in the back. The ammo belt shall be installed on the bottom of the right thigh. The outside half of the right thigh shall be blue with two white semi-horizontal stripes near the top. OPTIONAL Level two certification (if applicable): Thighs/blue Commander details are lightly scuffed (battle worn), but not weathered like a Sandtrooper (TD). OPTIONAL Level three certification (if applicable): The thigh ammo belt shall be positioned on top of the lower ridge as seen in official references and is not rounded off like ANH. The thigh ammo is glued and has no rivets. Also the TFU Thigh Armor Thigh armor shall be closed in the back. The thigh ammo belt shall be positioned on top of the lower ridge as seen in official references. Thighs are lightly scuffed (battle worn), but not weathered like a Sandtrooper (TD). OPTIONAL Level two certification (if applicable): The thigh ammo pack is not rounded off at the lower ends like ANH. OPTIONAL Level three certification (if applicable): The thigh ammo is glued and has no rivets. Nice work with these screen captures, some nice details can be seen. -

Screen references show they can be slightly angled but I would bring yours up a little as it is quite angled

Normally you would use an automotive cutting polish, there are different grades course, medium and fine, I don't use the medium. You will also need to use fine sandpaper, 1200 wet and dry is the most common but finishing with an ultrafine 2,000 grit will save you some work polishing Here's a helpful thread And here -

Truly shocked and sadden with the news of Terrell's passing was only just speaking with him recently joking about USPS "express" shipping which took 6 weeks to get here. A great loss to the stormtrooper community, thoughts are with his family and garrison. -

Many incorporate the snaps with the side rivets, but snap plates will also work, although the closer to the edges you have the snap plates the better, you may find the sides bow out with a large gap between the snap plates as you use a lot more elastic so more stretch. If you find the the elastic too long and stretchy adding some abs tabs can help keep the sides from overlapping. -
Correct it was only an example, bringing the chest down a little will give more room around at the neck Quote "Another question. Can I cut more neck relief so I'm not feeling like I'm being choked all the time?"
