Just my opinion.
The armor changed in these films because of production reasons, not intentional timeline reasons.
Not to mention that most people are not as concerned with continuity as we all are. Thor has a different costume in every movie but it’s “supposed” to be the same outfit.

It's very obvious the Anovos stuff is going to Galaxy's edge since it has the Anovos tag right on it, the Kylo Helmet, FOTK helmet and armor kit despite them claiming it was from a different supply chain which is just a bunch of crap It is also obvious our FOTK kits were used on the Rise of the Resistance animatronics. So a very big YES, Anovos sent our pre-orders to the parks and left us hanging. One interesting thing though was that on Sunday I was at Disneyland and there was no price sign on the Kylo helmet like before but I did not ask if they had any or not but to my surprise when I got home on Monday I had a shipping notice for my Kylo helmet that had been on order for over a year. And yesterday it arrived.
Currently getting everything I need to transform my normal TK I’ve been working on into a HWT. So I have two armour sets I can switch between. I have already received my Pauldron (Trooperbay) and ordered MP40 pouches (2 sides, one shoulder) How my AM armour looks atm with the pauldron on, should be receiving my pouches this week or next. Thinking of getting my backpack from Dave’s Darkside Depot where I got my AM kit from $350 USD and estimated $100 USD shipping to Australia which I resides in. Sent from my iPhone using Tapatalk
Not when you see items on early armor that you also see in TFA TLJ.
It's a mix match of what ever the costume department has put together, sometimes complete costumes, sometimes additional items to what is already available.
They are not as worried about the inconsistency's as us poor lowly costumers

Sidebar: Thought I'd take a chance on something very non-critical. I ordered an "in stock" gray Imperial jumpsuit on Monday. Just got shipping notification this morning. Tracking says it'll be here next week. I do hope this all means maybe things are turning around over there.
I remember seeing an interview with Roger Christian who put together a lot of the weaponry for ANH including the E-11. He says in the interview that they had to make the holsters left handed, and that a lot of the troopers carried the E-11 left handed because of the magazine sticking out of the left side of the gun. He did not realise that using the Sterling for the E-11 would have this effect as he is left handed and it only became apparent to him when the actors started using them.
