Cover Strip and Armour Affixing Question

I am still a bit unclear on the backs of armour pieces for getting them on. Are the cover strips left open at the backs on the thighs and shins to open up and be put on the legs? I understand about the garter system for the thighs but how do the shins stay on?

I have the garters style for the thighs and the elastics+bra hooks for the shins.
