Unable to create EIB on the topic "Request Expert Infantryman status"

I am trying to Submit but I am unable to post n the topic for some reason. Any advice? 

 

I did submit on topic "Expert Infantryman Program", but no one has looked at it.  I've tried from both my tablet and my laptop, but still doesn't allow me to post to "Request Expert Infantryman Status".

 

If anyone can give me access or another way to do this properly, I'm all ears!
