once your ready and have been approved by your GML you will see a list with all of the available numbers. You pick five and put them in the order you want, the first number still available will be yours.

I think its getting lost in translation. In our garrison if you want to, you can become a cadet. You have limited access to the forum, and must post in your build thread once a month. You also must be a squire or helper for one function a year. With that you get assigned an advisor that will guide you through your build. You are not required to do any of that and build on your own. Once done the GML will decide if you meet the minimum requirements to join.
