For the EIB programs yes. But since strap length is not specified then we have to estimate it. And there is always a bit of leeway even when deploying.
Also, whilst taking a look at ROTJ about the belt loops, which I'll admit I was wrong about (I do not know all the CRLs by heart mind you) I noticed that the strap lengths varied, which disproves your claims as well.

May I just recommend that you shorten the crotch strap to avoid that "tail" look you get when the butt plate hangs down too much.

I would imagine that the 501st forum runs an outdated version of it's forum backend due to them not keeping up with adapting their custom tweaks to the forum updates, so now they are so far behind that tapatalk does not support their old forum software.
I have no insight to the legion forums, but that's my guess at least.
