If you're going for Centurion, according to the CRL
For level three certification (if applicable):
- These shall free float in back.
- These shall be glued in front.
- The plastic shoulder straps need to be held down in the back via a white elastic band to the white fabric that connects/bridges the chest and back piece.

On my AM kit, I cut the velcro in half so the cover strip would, well, cover it.

As far as attaching the belt. I made snap plates out of ABS and glued them with E6000 to my Ab. I didn't have to drill a hole.

Both are approvable. Look at the CRL that spyder560 posted.

I went biceps, forearms, thighs, shins, helmet, then body. Biceps and the forearms are easy to size and put together. It'll give you some confidence for the rest of the build.

I don't know if I would call it a "horror" story exactly, but, I was at a troop the other night at an elementary school, and some little jerk tried to steal my TD! Luckily I felt him prying it off.
