Proposed CRL for Incinerator Trooper

Well, that's Thomas' call. The CRL states that the regular pauldron is acceptable, but the folded is preferred. I think this is fair.

is the crl for eib getting updated (any new changes) i only want to have to do this once and do it right the first time.
