Saddle soap or even a magic eraser will do for cleaning. As for polishing, white or neutral polish works. -
Mysterious Blue Stains [AP armor]

I have the exact same kind of stains on the outside of one of the shoulder bells and bicep pieces. Best I can figure it rubbed against my undersuit in the bottom of my box. Also to note, it does come off with AA steel wool.
