I would personally go for the basic FOTK since the CRL is already on the books, then go for the Executioner. If you can get spare parts (shoulders, thermal det, helmet, yoke) then you can go back and forth between the two.

One of my garrison's TFA troopers is fairly short - something like 5'7". He wears a Jimmi kit. Furthermore, as I understand it Jim himself is on the shorter side, and he sculpted his kit to fit his proportions (short and relatively thick). So as long as you are comfortable working with his flexible fiberglass (which is very different from working with ABS plastic) and don't mind the additional weight of fiberglass, I would look into that.
Also, Jim has a pretty fast turnaround time. Unlike Anovos, you would actually get it prior to the TLJ premiere. I believe he even offers the option of a TLJ-specific helmet.

If it's new armor then I prefer a new belt. As the kit ages, so will the belt. No need to give it a prematurely aged look.

Perhaps using some Novus plastic polish and a lot of elbow grease would work it out. Novus #2 is the go-to for removing scuffs, so it may work here as well.

So are these guys called Judicials or are they called Executioners? Seems like I've seen both names being used. Perhaps they are interchangeable?

If the only thing you're looking for is a Halloween / party costume and you have no interest in the 501st, then finding a secondhand Rubies Supreme kit on eBay or Craigslist may actually be a viable option for you and at the cost you are looking for. People tend to buy them either for the same reason you are looking for one, or they mistakenly believe it will work for the 501st. Later, once they are either done with it or realize their error they tend to toss them back up on eBay for cheap. Further, if you don't care so much about screen accuracy then you don't need to worry about proper soft goods (boots, gloves, neckseal, etc.) or a proper blaster.
If you're not in a hurry, start checking the listing in November. The post-Halloween online market will be flooded with them.

I would also look for footage (YouTube, perhaps) of the preparations for the 2007 Rose Parade. They had to teach 200 stormtroopers how to march in formation, most of whom had no prior military experience, and they had to do it in only a few days. I believe they ended up calling in actual drill instructors. So you may find some useful tips.
I have it as a bonus section on one of my Star Wars-related DVDs, but I don't remember which one right now.

I troop with voice amplification but I have my Aker amp clipped to the straps that connect both sides of the yoke and the gaskets, which is a similar approach to the standard OT TK method of mounting the speaker behind the chest plate.

Perhaps you can take a touch (less than an inch to be sure), but I personally think you look fine as it. Nothing wrong with broad, intimidating shoulders.\
On a different note, I LOVE that woman's "Don't be a BWB" tank top!

You're off to a great start. I'm part of Garrison Tyranus (Virginia), but we often do joint events with Old Line Garrison (Maryland). Hope to see you at an event in the near future.

Not hard at all - it's just a matter of drilling a couple of small holes and installing the bolts. But I would wait until you get the actual armor together so that you can accurately determine where the holes should be.

Many of us have attached bolts to the blasters so that they can be holstered. You don't necessarily need the 100% screen accurate bolts to do it (but kudos if you decide to go that route). You simply need bolts that are long enough and that have the proper head size to fit within the holster grooves.

While return edges enhance the appearance (by giving an illusion of thickness) of the armor, they are not necessary for approval.
In fact, if you are doing a screen-accurate "Hero Luke" TK there is no lower return edge on the chest plate at all since the armor had to be trimmed down to accommodate Mark Hamil's height.

Pretty much everything unfortunately. In the end you'll spend more time and money getting the kit up to spec than your wife spent on the kit itself. Better to start over with one of the vetted armorers.
Your wife seems like a real keeper for her to surprise you with a set of stormtrooper armor for your birthday. But to be honest, a Rubies Supreme kit (assuming that is what you have) isn't good for much more than a Halloween or con costume, or for a mannequin display. Your best option is to sell it and use the cash to get something legitimate. The way you figure that last part out is to spend as much time here as possible reading the threads here, especially in the Getting Started - Read This First section. Also, you'll want to join your local garrison's forum and/or Facebook group so that you can meet up with them, attend troops as a handler, attend armor parties, and generally get a hands-on feel for this stuff.
As for the what to do with the Rubies Supreme kit, think of it as that Christmas present that while is was purchased out a place of love and caring, is still totally wrong for you and needs to be returned to the store for something more appropriate.

I would start by trimming down the chest plate a la Luke Skywalker in disguise.
