Radios used in ANH

Sorry if this has been asked before, I ran a search and couldn't find anything on it looking around the forum and other places on the internet. The radio that luke uses to talk to c3p0 on the death star looks like it hooks onto the belt that he wears in the scenes. Where did the radios come from and are they equipment that stormtroopers carry?

Honestly - it makes no real sense for a stormtrooper to have one and Luke's armor conveniently is the only one that has the comlink + grapling hook.

 

I'm sure the real reason is just that Uncle George needed a way for Luke to talk w/o a helmet on, and this was a simple fix script-wise.
