E-11 Scratch Build

Does anyone know the actual circumferance measurement on an accrurate E-11 barrell/muzzle (where the T-track attaches)? I'm starting a build and I'm using the PVC build templates that are floating around out there. It calls out a 1.25" PVC, but I want to use a piece of aluminum tubing and the template seems way too big. The metal tubing I'm using is 1.25 x .058 (wall thickness). It is about 4 1/16" in circumference. The tubing is aircraft grade and is measured by outside diameter. Do they measure PVC by the inside diameter which would make it bigger around (by at least the pipe thickness)?

If anyone can help I'd appreciate it. ...hope it's not a dumb question. :huh:
