Fully Closed forearms and biceps

Hi everyone, I have a doubt about this points on the CRL referring to the forearms and biceps.

 

When it is said "fully closed" what does it mean exactly?, these parts... have they to be definitely glued? or they can be closed in it´s back joints via velcro or so?.

 

I have not it clear because of the difference between our languages, it can be considered that there can not be a separation in the joints, but not need to be glued, so please would you mind giving me any light about this doubt?, many thanks for your time.
